While last fall, up to 200 volunteers enlisted daily, that number has now decreased to around 40. Additionally, an increasing number of recruits are migrants from Asia and Africa.<\/p>\n<p>The relatively large one-time payment of 1.9 million rubles (about 19,000 US dollars) is no longer enough to motivate Muscovites to sign contracts. However, for foreigners who came to Moscow in search of work, this amount is quite appealing.
