Moreover, much of these funds are allocated as subsidies\u2014untargeted revenues that cannot be properly monitored, opening up enormous opportunities for embezzlement by local gauleiters.<\/p>\n<p>\u25ab\ufe0f With claims like this, propaganda attempts to create the illusion that the occupied territories are thriving under russian control.
