Subsidies to &#8220;problematic&#8221; regions of the russian federation\u2014previously used by the kremlin to buy the loyalty of local elites during putin&#8217;s rule\u2014are also being cut.<\/p>\n<p>By calling on the regions to &#8220;tighten their belts,&#8221; the russian leadership is signaling to regional leaders that the &#8220;cannon fodder&#8221; they have been supplying for nearly three years is no longer enough.
