How russia justifies the deportation of Ukrainians

The Center for Countering Disinformation at the National Security and Defense Council of Ukraine analyzes the russian federation’s crimes against humanity based on the results of the discussion at the UN Security Council about the forced deportation of Ukrainian citizens by russia.

In the temporarily occupied territories of Ukraine, russian invaders do not only rob, rape, and kill Ukrainians but also forcibly take people to the russian federation. Thus, the occupiers violate the principles of international humanitarian law.

The world community is concerned about the reports on activities in filtration camps in the occupied territories, through which local residents are forcibly deported to remote regions of russia. After filtration, people suspected of being pro-Ukrainian disappeare, along with children taken away from their parents and deported to russia.

There is serious concern about the simplified procedure of granting russian citizenship to children without parental supervision and the possibility that they may be put up for adoption in russia,  instead of being reunited with their families in Ukraine.

The UN is confused about hindering the return of Ukrainians to the unoccupied territory. Forcibly deported Ukrainian citizens often face difficulties that complicate the procedure for returning to their homeland. They have no money, means of communication, and even documents.

The actions of the russian occupation authorities engaged in the filtration of Ukrainians in the occupied territories grossly violate the Fourth Geneva Convention and are regarded as a war crime. The UN records these massive violations in russian filtration camps.

The representative of the russian federation to the UN,  nebenzya expectedly stated that the Security Council meeting on Ukraine convened by the United States and Albania “became a new milestone in disinformation unleashed by Ukraine and its sponsors against russia” and rejected all accusations regarding “filtration camps”.

In his opinion, the accusations of filtration procedures “are shattered by the example of the free dislocation of Ukrainian agents mixed in the murder of d. dugina”. He also used traditional russian propaganda tactics, recalling the  Guantanamo Bay.

The diplomat reported that russia is the largest recipient country of Ukrainian refugees. Indeed, according to nebenzya more than 3.7 million people arrived from Ukraine and the temporarily occupied territories of Ukraine to russia, including 600 000 children. These people are not incarcerated but live freely and voluntarily in the russian federation.

Meanwhile, before this statement, according to the most pessimistic expectations of the United Nation’s Refugee Agency, the number accounted for a maximum of 2,5 billion people.

According to v. nebenzya, such number of people cannot be forcibly transported and forced to remain silent. Allegedly, the people fled from “the criminal Kyiv regime, forbidding them to evacuate and using them as human shields.” Thus, the russian diplomat believes displaced people are not filtered but registered by analogy with other EU countries.

The representative of the russian federation to the UN is concerned about the fact that since August Ukraine is ordering a mandatory evacuation from “areas under its contro” to deprive people of the right to choose the direction of the evacuation and the opportunity to stay in their hometowns even in the absence of any threats. Ukraine threatens punishment for collaboration in case of refusal to migrate or for obtaining food provisions from russians.

It is worth noting that in the late August v. putin signed a decree “on payments for the so-called DPR, LPR and Ukraine”. The latter cover monthly social benefits until December 31 for Ukrainians arriving in the russian federation after February 18.

Based on russian media reports, 10 billion roubles have been spent on financial assistance to Ukrainian refugees since February.

Moreover, in temporarily occupied territories of Ukraine, the owners of the passports were allowed to stay in the russian federation for an unlimited time and work without patents. However, fingerprinting and a medical examination were required.

As early as 2021, the idea of the russian ministry of defense s. shoigu to build large new cities in Siberia passed unnoticed by Ukrainians. It was planned to build 3-5 cities with a working-age population of up to 1 million behind the Urals. The latter were considered to be the regional centers for managing resources in sparsely populated and inconvenient regions of Russia.

At that time, some Russian experts supposed that there would be many ethnic russians among those wishing to become residents of such “research and industrial centers”. They were forced into the countries of near abroad after the fall of the Soviet Union and dreamt to return to their historic homeland.

It is common knowledge that in Soviet times similar projects were implemented solely at the expense of the enslaved free labor of millions of exiled and imprisoned people. Thus, the Kremlin prepared in advance for the invasion of Ukraine and the deportation of the dissenters to the remote depressed regions of the russian federation.
